Overview

GaN is now accepting resumes for a GCSS DPAS Property Manager, we are looking for exceptionally talented people that excel in collaborative environments and can work directly with Program Managers, and other contractors. You will have an opportunity to leverage and expand on your capabilities with the need to use a wide range of programmatic knowledge and expertise to fully execute the role. This position requires initiative, multi-tasking skills and ability to work efficiently with minimal supervision on all assignments. Our property manager should be able to work flexibly both independently and on a team where the need for extensive communication is crucial.

Responsibilities

Duties and Responsibilities:

  • Must possess knowledge and experience with property management principles and processes
  • Be able to establish, develop and update property management policies, instructions, procedures and strategies
  • Able to manage and support source documentation retention requirements; analyze and compile property documents related to financial or loss reporting
  • Able to develop briefings and information papers for senior leaders
  • This individual must use the methods and tools to mitigate risks, including planning for risk, assessing risk areas and developing risk management options
  • Must have working knowledge of continuous process improvement and contract management
  • Assist the Team Lead provide direction, coordination and management of the Property Management Integrated Product Teams (IPT)
  • Assist the Team Lead to perform Command Discipline Supply Program inventories and inspections
  • Assists Accountable Property Officer (APO)/Property Book Officer (PBO) in automated property book procedures and programs
  • Assists APO/PBO, Property Custodians (PC)/Primary Hand Receipt Holders (PHRH), Assistant Custodians (AC)/Sub-Hand Receipt Holders (SHRH), and Assistant Property Administrators (APA) in conducting, installing, and documenting inventories, administrative adjustments, lateral transfers, loans to contractors, and turn-ins
  • Assist with In-processing and out processing of personnel
  • Must have knowledge of DPAS to manage asset visibility and asset management, to include ability analyze document registers, hand receipts, DPAS inquiries, and ad hoc reports
  • Must be able to conduct Semi Annual Reconciliation in DPAS, 25% QTRLY Inventories in DPAS and able to conduct Sensitive Item Inventories in DPAS
  • Must have a working knowledge of the turn in and disposition process through DPAS
  • Must be able to get ISSP access to conduct COMSEC requirements and manage COMSEC loans with the PM’s
  • Serves as the system administrator for the Accountable Property Systems of Record (APSR) to include coordination of inventory / property actions with facilities and support as an official mail courier
  • Locates Line Item Numbers (LIN) and/or National Stock Numbers (NSN) for accountable items and obtains Non-Standard Line Item Numbers (NSLIN) and/or pseudo NSNs called Management Control Numbers (MCN) for uncatalogued property by submitting requests through the Army Enterprise Systems Integration Program (AESIP)
  • Ensures completed supply transactions are properly documented and additions, deletions, and/or changes to hand receipt accounts are entered into the system and transaction reports are made as required under provisions of appropriate regulations
  • Must be able to review and process Financial Liability Investigations of Property Loss (FLIPLs) and manage the document registry
  • Support the Team Lead address all facets of Property Management requirements, supply support, maintenance planning and management, packaging, handling, storage and transportation, technical data, support equipment, training and training support, manpower and personnel, facilities and infrastructure and computer resources.
  • Audit Readiness Tools and implementation of ASA(ALT) readiness guidelines and inspections
  • Must be able to obtain TMP license and be able to drive TMP and assist in vehicle maintenance and dispatch
  • Experience in Defense Property Accountability System to assist team members as necessary
  • Able to train and conduct over the shoulder training in APSR

Qualifications

Experience and Technical Knowledge:

  • Must have DPAS experience, Experience and knowledge of ASTS property management tool
  • Experience with Property Management standards, regulations, policies, procedures, processes, techniques, models, tools, and organizations pertinent to the practice of Property Management.
  • Experience resolving Property Management issues.

Skills, Competencies and Abilities:

  • Ability to manage complex development and Property projects, work effectively with others and manage multiple projects simultaneously.
  • Conducting comprehensive management studies or projects.
  • Develop strong working relationships with subordinates, peers, and management personnel and ensure all team members conduct themselves in a professional manner at all times.

Years of Experience:

5-10 years

Education Level:

BA/BS in Life Cycle Logistics, Supply Chain Management, Logistics Engineering, or similar logistics specialty or BA/ BS in an unrelated field with 5 years of logistics experience. An AA/AS may be substituted for the BA/ BS when combined with a total of 10 years logistics experience or equivalent work experience.

Training Certifications:

DAU: Acquisition Level 3 W/O Certification

Travel Requirements:
